Europe Supported U.S. Operations
Rutte said it would have been difficult to conduct Operation Epic Fury without Europe serving as a platform for U.S. power projection.

He argued that these issues are geographically closer to Europe and said a stronger NATO, with stronger European capabilities, would allow European countries to take greater responsibility for security in their own region.
NATO has maintained that Iran should not obtain a nuclear capability, while also emphasizing that military operations against Iran outside NATO territory are not NATO operations as such.
Article 5 and Hybrid Threats
Rutte also discussed NATO's Article 5 collective-defence commitment. He said its deliberate ambiguity means NATO does not publicly specify exactly when Article 5 would be considered triggered.
He said the alliance has multiple possible responses to hybrid threats and that some measures would not be publicly disclosed.
NATO has repeatedly described its deterrence and defence posture as covering conventional, cyber, hybrid and other security challenges.

Rutte said stronger European defence capabilities would gradually reduce Europe's reliance on the United States for security.
