Germany is preparing a tougher policy toward Russia following a drone attack at Leipzig/Halle Airport in August. German officials are expected to formally blame Russia for the attack. Berlin is also preparing new measures against Moscow, including stronger national actions, additional support for Ukraine, and tougher sanctions through the European Union. The new approach is being described as “Zeitenwende 2.0,” meaning a major change in Germany’s policy toward Russia. The government wants to move away from what officials see as its previous cautious response to Russian hybrid attacks, such as drone incidents, cyberattacks, sabotage and other forms of pressure. Germany is also expected to push for a major new EU sanctions package. Reports say around 1,600 individuals and companies are being reviewed for possible sanctions. Wider action could come later this autumn. The exact measures Germany will introduce have not yet been finalized. However, Berlin appears to be preparing for a stronger confrontation with Moscow. German officials also expect Russia to respond sharply to the new measures. The planned policy could therefore mark a significant further deterioration in relations between Germany and Russia.
